I highly doubt this. What he
can probably get you is a link from a site that has an over PR of say 6 but the page where the link
is from is not nearly a PR 6. The reason for this is that a single link from a PR 5 will cost you
$100 a month! The higher the PR the more costly the link is going to cost you...

2. An SEO Expert can guarantee you to get the top rankings - I hate to say it but no
one can GUARANTEE you rankings in the search engines unless they were the engineers who designed the algorithms
behind the search engines. Having said that, it is very possible for you to almost rank each and every time you
want for the keyword you target if you follow a proven formula that includes both on page and off page SEO with
the correct linking strategy. But, no one can absolutely 100% guarantee you the top positions all the time.
